There is quite a complicated process to apply and get approved to purchase. You have to do a phone conference to get your login/password so you can see what prices they are actually offering. They have a $250 minimum purchase.

I was able to purchase some plush toys for around $70 that may allow me to be approved to sell in the 'Toy' category. They allowed me to only by 10 toys, but this shipping was nearly twice the cost of the toys.
